Bothell vs. Lynnwood ADU rules

Bothell is the bigger build: ADUs top out at 1,200 sq ft versus Lynnwood's 1,000 sq ft cap (added to Lynnwood's code only in November 2025). Bothell also caps ADU impact fees at half of whatever the principal unit's fee would be (BMC 12.14.135(G)), a concrete break that Lynnwood's file doesn't offer — its own 2025 fee schedule is still unverified. Bothell additionally provides an amnesty path to legalize an old unpermitted ADU through inspection, something Lynnwood's code doesn't address. Both cities require zero parking for a conforming ADU and no owner-occupancy — those aren't the deciding factors here; the money and the square footage are.
